E. Offering options for personal choice
Up until now, the Arab residents of Yesha have never been offered the opportunity to choose for themselves how they prefer to deal with Israel's presence and rule. The decision has always been given to a party that made a unified decision for them: first the Arab states and then the terrorist organizations.
After the application of Israel's sovereignty and the return of personal security to residents of the entire area, including the personal security of Arab residents who have suffered previously from the rule by fear of the terrorist organizations, every adult, or family, will be able to choose between three options: an "emigration basket", residency, or citizenship. No one will be forced to decide immediately, and the choice of choice will remain open to him.
Option A – A generous migration basket for those interested in emigrating
More than 60% of Arabs in Judea, Samaria, and Gaza express their desire to emigrate, and about 20,000 of them do so every year. One of the main obstacles facing them is their inability to sell their property under the reign of terror created by the Oslo Accords. An Arab who sells real estate to a Jew today incurs capital punishment according to the laws of the Palestinian Authority and the laws of the Kingdom of Jordan[13]. The complete restoration of sovereignty is essential to removing the fear and allowing those interested to sell their property quickly, simply and profitably[14].
The total cost of the Oslo Accords to the Israeli public to date is more than a trillion shekels (a thousand billion!). This refers to sums that we have already paid, and continue to pay every additional year in which we tread the path of Oslo – without no end in sight – about 10.5% of the State budget thrown away every year.
According to the American-Israel Institute for Demography (AIDRG), about 1.75 million Arabs live in Judea and Samaria today[15]. Another 1.5 million live in Gaza, of whom 1.2 million have a UN refugee certificate, and about 300,000 are in the unified Jerusalem area, who are irrelevant, because Jerusalem is already under Israeli sovereignty. 1.75 million Arabs in Judea and Samaria are 280,000 households. Since only 60% are interested in emigrating, there are about 170,000 relevant households.
Given the amount that Israel has invested in the "New Middle East" project of Oslo, it would theoretically be possible to invest NIS 5 million in order to help any Arab family in Judea and Samaria who would like to find their future somewhere else. Of course, we are speaking here about much lower amounts.It is important to emphasize that this expenditure is continuing and rising. Israel continues to spend about 10 percent of its budget on the failed gambit, simply because it has no other prospect, which is to say, a goal other than that of Ron Pundak – another goal, as we define in this political plan. Once we redefine our goal, we can redirect the budget that will made available in favor of the real solution.
In addition to purchasing the real estate and the financial aid package, Israel will assist in locating welcoming countries and finding jobs. It is worth noting that the Western world suffers from "negative population growth"[16] and needs quality immigration in order to maintain itself at its current levels. The question is who will build the skyscrapers in Berlin, London and Toronto. Will it be homeless immigrants who have up to now built mud huts in the Sudan or a population from Judea, Samaria and Gaza that grew up alongside a developed country, arrives with capital, and built the Azrieli Towers in Tel Aviv?
It should be noted that "ostensible emigration" of breadwinners without their families will not be entitled to an emigration basket.
Option B – status of permanent residents
After a period of time determined according to security needs, residents will be able to gradually apply for permanent resident status. Receiving this status will be conditional upon an open declaration of allegiance to the State of Israel as the state of the Jewish people. The application will be examined, and whoever turns out to have not been involved in hostilities or intentional harm to the State shall be entitled to permanent residency status. Permanent residents will be able to move freely and work throughout the country. All tax laws will apply to permanent residents. The only difference between them and ordinary citizens will be military duty and the right to vote.
Option C – Receiving Israeli citizenship
For those wishing to tie their fate to the Jewish people, to prove their loyalty and eventually to receive full Israeli citizenship, we will establish a long-term track for Israeli citizenship – a track in which their suitability and loyalty will be examined over time[17]. In addition to the declaration of loyalty, language tests, recommendations, etc., those applying to this track will be required to enlist in the army or national service. Of course, those who collaborated with Israel in the past will enjoy a faster and shorter process.
Of course, in addition to these three possibilities, there are two others:
Anyone who wishes to immigrate without the assistance of Israel can do so.
Anyone who decides to fight Israel will be expelled, arrested, or killed, and his property will be nationalized.
[13] Real estate transactions between Arabs and Jews in Judea and Samaria always include the rapid and anonymous evacuation of sellers abroad for immediate fear of their lives when their identity becomes known to the Palestinian Authority.
[14] Israel will also allow them to emigrate directly, without going through Jordan or Egypt, a passage that will endanger their lives and property.
[15] These figures differ significantly from the numbers the public is aware of, which are almost half again higher. The common numbers are based on the estimates of the Palestinian Authority itself, whose gross falsifications in double counting have long been proven, and its desire to overstate the number of "Palestinians" living in the Land of Israel is clear. Recently, there has been a trend of breaking free from the "Palestinian" numbers among the Israeli demographers who had considered them reliable, following the Begin-Sadat Center's investigations, which revealed the extent of the forgery for the first time.

[17] As is customary in many countries around the world, including enlightened European democracies, it will be explicitly determined that the granting of citizenship is a subjective decision that is not justiciable.
